Spectre x360

Laptop is a HP Spectre x360 2-1 4K 15.6" CORE i7 512GB SSD + 32GB Optane

I am trying to install an OS onto the SSD via a bootable USB Windows 10 Pro install usb drive. However I have found that the SSD is marked as READ-ONLY.  I have used an external disk partition tool and have confirmed that the disk is marked as read-only. BUT the Factory OS will boot in the factory OS fine.

 

My guess is the security in the BIOS is protecting the disk. So I have disabled all security features but am still unable to install an OS from a USB thumb drive to the local SSD drive.

 

How do I clear the read-only attribute on the SSD? ( its not set at the partition level but at the disk level) and yes I have tried the ATTRIBUTES DISK CLEAR READ-ONLY but the BIOS is not allowing disk partition manager to clear the read-only attribute.
