HPIA - Can Analyze Only -- Download Button does not work

Using HPIA version 4.5.4 to update drivers on 1909.  I can launch and Analyze  my system, but I cannot do anything after that.  There is a big blue button that says Download, which normally takes me to a screen that says Download or Download, Extract and Install.  But I cannot get there on these systems.  I press the button and it does nothing.  Even if i try not use the GUI and do everything command based, it will still only Analyze.  I've tried just 

HPImageAssistant.exe /Auto

and 

HPImageAssistant.exe /Operation:Analyze /Category:All /selection:All /action:install /noninteractive /debug

 

All produce same results.  Gets finished with Analyze and thats it.

anyone else having this issue?
