HP Spectre x360 Convertible 15-df1033dx

I'm frequently getting a horrible buzzing and crackling noise when playing audio through studio monitors that I have connected to my HP Spectre x360 15-df1033. When I connect everything to my cheap HP Stream laptop, the sound quality is much better. What could be the difference between the 2 laptops that causes the superior laptop to buzz and crackle so much? I've tried reinstalling drivers, downloading updates, removing power saving settings, changing the format from 24 bits (studio quality) to 16 bits (DVD quality,) and closing all other programs but nothing is working. An SFC scan indicated that nothing was wrong. I have the problem in Chrome, Edge, Audacity, Zoom -- anything I try.

 

I'm using a Focusrite Scarlett Solo audio interface connected via USB. Initially, I had it connected using USB type A, but I tried USB type C due to the issue I am having, but that did not correct it. I have a microphone connected to the Focusrite with an XLR cable, and the studio monitors are connected with XLR to TRS cables.
