Product: EliteBook 8470p
Operating System: Microsoft Windows 10 (64-bit)

I would like to know a way to lock the FN key so that I do not have to hold the FN key for volume, brightness, etc.

I am locked out of the BIOS, due to HP not providing a way to reset the password I cannot access the BIOS to lock the function key.
