I had the same issue as described in 

No login box at sign in screen on wakeup, windows 10 HP TouchSmart touch screen notebook

at least when my laptop (HP Envy running Win10) came back from sleep mode. A fresh backgroud picture was displayed (I reckon that is a feature of HP Simplepass, I'm not sure) but the fingerprint scanner was not working and Ctrl-Alt-Delete did nothing. Only the three buttons on the lower right hand side of the screen did something (but not useful):  select keyboard/language, wifi options and power options.  The only thing I could do was restart or shutdown (and that is not what I wanted to wakeup from sleep having multiple screens and applications open 😞 ) 

 

Seeing the post above, I read about HP Simplepass which is used at startup to login via Fingerprint, and therefore the solution was simple: I started HP Simplepass and updated it to the latest version (via the download button on the top right hand side).
