Microsoft Windows 7 (64-bit)

So I have an issue when powering on my laptop.. I power it on and the boot is normal until after I sign in, after signing in i get to a blank desktop (no taskbar and none of my shortcuts) however I get a 'HP help and support' box with a progress bar, I cant see what the help and support progress bar is for as it only shows the progress bar. This happens every time I power on the laptop. I can CTRL+ALT+DEL to get the task manager up to end the process which allows me to get the desktop with the taskbar and the shortcuts back but I cant use any of them like Google Chrome etc as they wont open. I can go into control panel and I have installed Windows updates and this has made the issue worse as when I power off the laptop it says 'Windows is configuring updates' and this will be on the screen for a prolonged amount of time. When this does go and the laptop does eventually restart it goes through the same process.

 

I have uninstalled HP Support framework and this hasn't solved the issue... I have took the battery out and power cycled the laptop and still nothing.

 

CAN SOMEONE HELP ME PLEASE?!
