Microsoft Windows 10 (64-bit)

I am working on an HP Notebook that was successfully running WIndows 10 Home 64 bit, but it was running slowly so I was following the advice of the HP Online Artificial Intelligence Chat Bot which suggested that I upgrade all of the devices drivers. I accessed the HP tool to check for upgrades of device drivers and it found some so I did the upgrade. The system then said that I needed to restart before the changes would take effect. I created a restore point before I rebooted. I then rebooted and got and blue screen stop code that read "PNP Detected Fatal Error". The restore point failed. I then created a recovery USB drive from the HP Notebook that I am using now and tried to use it to recover the other HP Notebook that I am having trouble with. The light on the USB Drive comes on like it is being accessed, but I still get the same stopcode. I can get into the cmd tool on the Notebook with problems, but that is about all I can do with it. Does anybody have any ideas about what to try next.
