Operating System: Microsoft Windows 10 (64-bit)

Posting this as it may help others from spending several hours. as I did, searching for an answer...

Error Message: Power surge on the USB port. Unknown USB Device needs more power than the port can supply,

It appears that the Thunderbolt USB C Ports have overload potection such that power must be removed comepletely to reset the port. 

Solution:
1. Shut down computer
2. remove all connected devices

3. Hold power button down for minimum of 5 seconds
4. Restart and test port operation
