Microsoft Windows 10 (64-bit)

I need to know if and how I can charge my Laptop via the USB-C Port.  I only have 12or 5VDC. So the cheapest option would be USB-C the more expensive would be a DC-AC convertor which seems to be silly to use just to let the HP-Powersupply convert it back to DC.

The Article suggest that I can, others seem to say that I can't and specs are not entirely clear about it.

When I connect a usb-C charger no LED or charging symbol is activated.

 

Is there some conclusive Information from reliable source about this? (is it possible, what to consider)
