Operating System: Microsoft Windows 10 (64-bit)

I have an Archer A7 v5 router that is AC and provides 115Mbps (limited by my Comcast service) to my other laptop with an AC WiFi adapter.

Why is my new laptop only getting 45Mbps using the installed RTL8821CE 802.11ac adapter?
