I've been experiencing the same issue on my Spectre 15 Vega as well.  It would seem to randomly enter a state where the CPU speed is stuck at 800MHz.  Sometimes it would come out of it when launching an high performance application (such as Forza 6 Apex), sometimes by unplugging the power adapter and plugging it back in, sometimes by switching Windows Power Options Power Plans, and sometimes by power cycling the entire system.  This would happen about every couple of days.

 

I've caught it twice entering the state where it starts to get stuck at 800MHz.  Under both of these circumstances, it seems to randomly activate either power throttling or thermal throttling when the CPU is nearly idle with relatively low temperatures around 40-50C:
