I am experiencing the same issue a previous HP laptop owner posted on this forum. I have an HP Laptop - 17-by3613dx and the touchpad is not working. I know it's a software issue because everything works in Diagnostic mode perfectly. I tested the hardware components in HP PC diagnostics mode(F2) and all tests were successful. I did notice that when I look in my device manager it shows that a 12C HID Device has an exclamation point. Under properties it has a message that states, "This device stopped working (Code 10)." I did download the HP support assistant and it did not resolved the issue. Please help.
