Hey, I have an HP travel USB-c charger and the outside of the connector that plugs into the laptop seems to have charge.  I haven't noticed this before, but it gives a small 'fizz' eletric shock to touch. Consequently, when I plug it into my laptop, the whole laptop outer metal casing goes 'live'.  This doesn't seem normal. The laptop still charges, but the whole laptop vibrates with the charge. Is the charger faulty?
