Operating System: Microsoft Windows 10 (64-bit)

hello, so i have a problem. my cpus  clock speed is 1.7 ghz but with maximum processor performance set to 99%(turbo boost disabled). but when it is set to 100% it boosts itself to 3.5 ghz which is insane amount for me and i dont need it, it causes unneccessary heat. i want to keep the clock speed at around middle(2.5-2.7) ghz but maximum processor frequency not working in the power plan advanced settings. any ideas how can i do this?
