- "Network Operator" blocking websites

I just bought a new HP laptop (ZBook Power G7 Mobile Workstation) a few weeks ago. Sometimes when I try to access a website, I get blocked - for example, trying to access the website http://www.xbox.com/en-au through Microsoft Edge, I received the message "This website is blocked by your network operator." This is my personal computer for home use; as far as I'm aware it shouldn't have a network operator. (I also get blocked through Google Chrome; it gives a more generic message, "This website can't be reached.")
In addition, when I try to use HP Support, specifically the link "Contact an HP Agent for Support" on the page https://support.hp.com/au-en, it then asks me to identify my product, and once I do so, it sends me back to the HP Support home page. Over and over again. This is a new product, I've verified it's under warranty (37 months left on the HP HW Maintenance Onsite Support warranty, 4 months left on the HP Support for Initial Setup warranty).
2 questions:
How do I disable this network operator business so I can access websites?
How can I contact an HP agent without getting a constant run-around?
