Product: HP Prime G2

Consider following program:

EXPORT TEST()
BEGIN
 LOCAL X1:={{1,5},{1,5}};
 MAKELIST(X1[X],X,1,2);
END;

There will be an Invalid input error.

However, replace X1 with {1,2}, there will be no error.

Why I can't use  X to index a two-level list?

I'm using 2020 firmware.
