Product: HP Laptop 15-db0xxx

I try to recovery my operating system for my new hard drive with my usb recovery drive, but when I try to it say there was a problem recovering your pc and startup repair, system restore, and system image recovery do not work. I also use the command prompt bootrec /fixboot and that say access is denied. Can anyone help. I am stuck!! Thanks for any help!!
