I eventually fixed this error.  The paper was jammed after the rear door on the way up to the exit so you can't see the paper until you take it apart.  Take off the scanner top (4 rear screws), and lift carefully.  Watch the ribbon cables and don't pull too far up or you'll disconnect from the board.  If you do,  you'll need to remove the side panel to reconnect.  You may be able to see down from the top into the paper exit for the jammed paper and possibly remove from this angle.  If not, remove the upper back panel by using a small screwdriver to push the two inside tabs down as you rotate bottom upwards.  From here, you should be able to remove the jammed paper with a needlenose or tweezers.
