Operating System: Android 9.0 Pie

Dear sir 

I'm using my printer with my mobile only. Haven't Wi-Fi not PC or laptop. 

Now I want to print ID card copy from my whatsapp image which is PDF forms. But how can I resize ID card size this PDF to print out small size 35mm*45mm.

Send me details for mobile system not PC or laptop.

In mobile print settings has some paper sizes but not ID card size.
