I have been having the same issue as this guy for ages, and have just worked out what causes it, so I thought I would post it:

Basically - it's down to the language packs you have installed in Windows 10 - the Print Dialogs require the US language to be installed on the system AND to be the default display language. I had English UK as my language. How noone from HP has worked this out is beyond me. Why they haven't fixed if for the C4600 printer drivers is very annoying.

 

To solve: (windows 10 64-bit)

 - Press Windows key and type in "Language Settings" into the search

 - "Add preferred language" - Select "English (United States)"

 - Next. Select "Set as my display language". Leave all other options as default.

 - Install. Wait for installation to finish

 - "Yes, sign out now" and sign back in again.

 - Open your print dialog, and be happy.
