Microsoft Windows 8.1 (64-bit)

I just bought a new printer and I downloaded the HP Smart successfully via 123.hp.com on one laptop (laptop A) and my iphone and also successfully created an account. I tried downloading on my second laptop  (laptop B) but instead an option for HP Easy Start was recommended. I initially ignored this and instead went to google to search for HP Smart. I found it on the Microsoft store but  Microsoft refused to install the app on laptop B telling me my device was not connected to a Microsoft account. I logged in with my Microsoft outlook email (which I don't normally use on this laptop) too see if the download would work. It did not. Instead Microsoft suggested they would install it on my laptop A (which I had already done successfully previously) .

 

Then I went back to 123.hp.com to check this option. It made me download drivers and then set up the printer as  a network printer (which is not what I want). At the very end it suggested I get HP Smart but no download link was provided!

 

I would like to know why the HP Smart download option was not available on the 123.hp.com when I accessed it on laptop B.

Secondly, why does Microsoft try to decide for me where I can (or can't) download HP Smart 

 

This was frustrating , to say the least
