HP DSS 5.07.01 issues on Windows 2012 R2 server (Service fails to start)

I recently upgraded from HP DSS 4.25.xx to 5.07.01.  I am now having the following error:

"Windows could not start the HP Digital sending software service on the local computer.  Error 1503: The service did not respond to the start or control request in a timely fashion."

Because of this when I try and run the Configuration Utility I get the following error: 

"SSL/TLS security protocol mismatch between the client and the server"

I have even uninstalled and attempted to reinstall the software completely.  I have unsured all TLS/SSL ciphers are enabled for both client and server in the registry.

I am at my wits end with this issue.
