I didn't find this information elsewhere so I thought I would post it here if someone else experience the same issue.

 

It seems HP Easy Start (macOS) can't connect to a printer over WiFi where HTTPS Enforcement has been enabled under "Networking" > "HTTPS Enforcement" > "Always use HTTPS when connecting to the printer's embedded Web server." in the printer's web interface.

 

The symptom when using HP Easy Start to setup a printer over is that "Gathering device information…" takes a long time and then fails with  "Unable to communicate with device". From the log it seems that the app doesn't follow the HTTP to HTTPS redirect:

The workaround is to disable "HTTPS Enforcement".
