Product: HP Laser MFP 137fnw
Operating System: Microsoft Windows 10 (64-bit)

Solution to this topic:

Full uninstall driver

Reboot

Add user to local administrators group

install drivers and run MFP Scan

Remove user from local  admins

Reboot

 

Then MFP Scan can detect scanner without admin rights.
