Same as OP I can not use the windows store install (for whatever reason the install would not start.. probably a enterprise thing)

 

The solution for us was to use this installer: (or chose "other printer")

https://123.hp.com/us/en/devices/other-printers/downloading

Enter your HP ID (I have not figured out how to bypass this)

and then select "full install" to bypass the Windows store. (As the app wants to bring you back there by default)
