HP Solution Center 14 and print Doctor 5 doesn´t work in Windows 10 Version 1903

I´m running a brand new Microsoft Windows Version 10.0.18342.8

Fully updates, today, unsing installer OJ_AIO_J3600_Full_Win_WW_140_408-4.exe

The prinitng is bad, the test page prints, but somewhat "disaligned" and with off colors

If i try to use the allign and calibrate optin from Windows Driver the error is: The computer is unable to establish two-way communication with the device (PRINTER SERVICES)

The HP solution Center 14.0.18,.23 does not open anymore with an error related to non-installed componentes and asks for re-install. "Your device installation is not complete", but it i, even after a full uninstall/reinstall

So i downloaded HPPSdr.exe Print Doctor 5 and, agian, i can´t calibrate/align, i click the buttons but they don´t react, i can print the test page, see the bad printing, but the buttons does nothing.. the button is presses, some internet connection on a gauge is shown, but again nothinh happens

Re-installed 3 times, rebooted several times,

What should I do?
