My Deskjet 2130 printer is installed and working fine in Ubuntu 18.04 Unity, however, the HPLIP device manager does not launch.  

According to the HP website, my printer requires HPLIP version 3.15.6, but this version does not seem to be available. I end up with version 3.20.6 every time.

I have tried to install HPLIP via the official HP website. Then I tried to install via the Source Forge website, then the Ubuntu repositories via Synaptic Package Manager, then via Snaps, every time purging the previous versions but every time the same result: when I click on the HP Device Manager, a frame opens very briefly on the desktop, showing the HPLIP heading and a frame only, no content, then it disappears.  

How do I install a working version of HPLIP?
