LJ 500 Color MFP M575

I replaced the hard drive in a LJ 500 Color MFP M575.  It now boots up to the pre-boot menu and gives the error 99.09.6? because it couldn't read the drive.  Having googled the issue, I've found directions that say to first clear the drive password and then to load the firmware with a USB stick.  I've done the first part but can not use a USB stick or drive.  I noticed the menu for downloading has three options: Network, USB Device, USB Thumbdrive.  I'd like to use the Network option.  When I select this option, the screen says Firmware downloading and configuring network (or something similar).  The it switchs to TCP Downloading, Starting Download, 10.1.2.3, which is the DHCP reserved address I've given the printer.  I've tried connecting to it with a web browser on both 80 and 443 and the connection is refused.  I've tried using scp and ftp and the connection is again refused.  I can make a TFTP connection but it will not allow me to upload anything.  I though maybe it had to download something so I configured my DHCP to tell it the name of a TFTP server and the FW filename but still not good.  USB is not an option I can use so how do I use the network option for downloading the firmware from the pre-boot menu?
