Microsoft Windows Server 2016

I'm attempting to configure WJA on one of our upgraded servers. At this point I'm trying to implement HTTPS on it. When I'm on the client and try to configure it through options, it tells me that I must be logged in via localhost in order to configure those settings. Due to organizational policies, only administrators are allowed to access the servers and access to IE as an admin is revoked. I can't start the client as I would normally because of this. Is it possible to run the client without IE? If I go into the application's files and find the actual file that runs the client, it automatically tries to run through the internet to start it.

 

Is there any way around this? Or am I going to have to rebuild a server just to have HTTPS enabled?
