Helped a friend set up this device on windows 10 today, it's a little convoluted but it seems to work just fine after going through some manual steps.
1. Download and install the DOT4 USB, and HP universal printing Postscript driver from here https://support.hp.com/ca-en/drivers/selfservice/hp-laserjet-4250-printer-series/412144
2. Plug in the printer USB connection
3. Open "Print Management", you may need to launch MMC and add the print management snap-in.
4. Manually add a printer using the DOT4 USB port, and universal driver you installed.
You will end up with 2 entries in the windows 10 printer list, but only the one you manually added will show up in applications.
