So I go this error and came here looking for solutions and found nothing helpful. Did some other research and found a solution and the cause. Since the problem is related to an empty ink cartridge no amount of restarting the printer is going to help.

 

The solution - take out your cartridges one my one and shake them to see if they have liquid - replace any that are empty or close.  This should reset the printer.

 

The problem -

 

During the operation, the cartridge runs out of ink, but the chip shows there should be some ink left in the cartridge. The printer will lock the cartridge's serial number, preventing you from using the same cartridge.


Note : If you don't know which cartridge is causing the problem, you may need a full set. This "good set" can be OEM cartridge, 3rd party cartridge, old cartridge, or new cartridge, as long as hey still have ink in them. Put the good cartridges in the printer and print a page. Once the printer prints a page, the printer will release the lock on all serial numbers. Therefore, you can put the first set of cartridges back.
