Microsoft Windows Server 2016

Can anyone explain why we receive several events in the Windows Firewall on our virtual Server 2016 that serves the purpose as both Remote Desktop Server as well as print server, which states that 'A rule has been added to the Windows Firewall exception list' which is created for the print spooler spoolsv.exe with the rule name 'HP Networked Printer Installer'? 

The reason we discovered this, is that this particular server has had network connectivity issues the past few weeks that more or less take down the server - and every time this occurs, the problem starts exactly when this event happens.

After a few hours, the issue disappear with networking functioning correctly and the firewall events stops.

 

I have no doubt in my mind that these things are connected (we can match the time for the issues and these events perfectly), but I simply cannot understand why these events occur and what's triggering the network issues.

 

We have tried to uninstall all HP printer drivers and software from the server, but still then the events and issue keeps happening.

 

Anyone have an answer to why this event is happening and maybe why we experience these issues when it does?
