It does not matter what I am doing, YouTube, Duolingo, no matter what I do the sound coming out of the speakers goes up and down suddenly but when I check, the Windows volume has not changed, the Chrome volume settings have not changed, and the website volume has not changed. I have already checked for updates, tried forcing driver update in device manager, and using Control Panel->Sound and hardware->Sound->Communication, and setting it so that it does nothing when it detects communication. I have also tried the obvious restarting. I am super stuck.
