Operating System: Microsoft Windows 10 (64-bit)

I just built a simple gaming pc using a Hp z420 motherboard, I've connected everything and done everything that's needed too build a pc but it still won't boot, sometimes when I plug it in I'll get a flash of rgb from the fans but for like half a second.

 

the parts in pc:

550 watt pwr supply 80+ bronze 

Intel xeon e5 1620 v2

gtx 960 2gb

hp z420 cpu cooler

hp z420 workstation motherboard 

120gb 2.5 ssd

1tb 3.5 hdd

16gb ecc ram

eatx case

6 rgb fans 

24 to 18 pin adapter
