HP ProDesk 600 G6 Desktop Mini PC (9BD70AV)

I've got two ProDesk 600 G6 mini's with Intel Core i5-10500T's a "vPro" sticker on both. I'd like to manage remotely with KVM over IP using Intel's out-of-band management tools. I've succeeded in configuring KVM through Intel Active Management Technology (AMT) on one, but I've failed on the other, identical system. The problematic machine has only options for "Intel Standard Management" - no "Intel Active Managment" including the KVM over IP feature.

On both machines, I've updated the BIOS to latest, unprovisioned Intel ME, and re-enabled it. When I boot into the MEBx, the good machine shows something like "Intel AMT Configuration", while the "bad" machine simply shows "Intel Standard Manageability Configuration". What gives? Did I miss a configuration option? Is there some additional firmware I need to install?

Here's an example of the options from the "bad" machine with "Standard Manageability" - note there's no "KVM" on the highlighted setting:

If AMT is working, this should show "SOL/Storage Redirection/KVM" - at least based on the options in the other "good" ProDesk.
