Product: HP All-in-One 21.5" FHD Business Desktop

I don't know what my wife did, but she's getting a looping message:

 

HP BIOS Update

The System BIOS update failed

Unable to open BIOS image file

Then there's a 15 second countdown until the PC restarts, and a Continue Setup button. 

 

Whether I hit escape, let the timer count down, or hit the button, its the same result, it resets, there's a DOS message for a fraction of a second, and the error screen returns.  Slowing down video of the prompt, it says Press the ESC key for startup menu, but neither mashing esc or trying to carefully time pressing it yields a different result.  Holding Windows+B while restarting does nothing.  Function keys do nothing.  Please advise.
