HP Recommended

Hi, I use an hp laptop 14 with windows 11. whenever I try to download a file, it says “virus scan failed.” I’ve disabled and uninstalled my anti virus, restarted my laptop, rearranged browser settings, ran the sfc/ scannow command, adjusted my registry editor, adjusted internet options, made sure my internet/wireless connection is good, and it is still not letting me download a single thing, after basically every common resolution method listed on the internet. Someone please help!! (and i would attempt to use the malwarebytes or mcafee (the antivirus i use) customer uninstaller.exe, but i have to download them and thats the problem! Any help is appreciated, i need to be able to download files!
