I fixed this problem following Tm1015 solution back in February with the HP Display Control Service failing to install...thought it was all done...and today this same crap appeared and started again.  I downloaded, I installed thinking the 3rd party fixed their download, but no...it started again with a repeated warning to install it.  Anyone else experiencing a repeat of this same issue?  Why hasn't HP fixed this annoyance?

I'm giving my own update.  I rolled back the driver per the "solution" described in February, restarted the computer, and the problem did not resolve this time.  Again I'm getting warnings to reinstall the HP Display Control, so I'm guessing HP did a driver update and this conflict has reappeared.  Where are the HP staff to help us fix this issue? I can't be the only person re-experiencing this problem.

Just install the stable version that is working as Users report that new update fails or keep showing pop even after successfull installation. Ignore or disable, Open Task Manager (Ctrl+Shift+Esc), go to Startup tab, find "HP Display Control" or "HPDC_Service", disable it, then restart. This stops popups without losing functionality. You can check it again after sometime when newer version available.

These two forum members posted that installing the latest HP Inc. Software Component Driver Update (1.85.4369.0) will resolve the problem:
