loadlibrary failed with error 126 the specified module could not be found pops up when loading Steam. Anybody resolve this issue?

I understand that on your HP OmniBook X Flip 16-inch 2-in-1 Laptop Next Gen AI PC 16-cc0000 (D10KPAV) running Windows 11, you receive“LoadLibrary failed with error 126: The specified module could not be found” when starting Steam.
 

I’d be glad to help. Before making any major changes, please try the following:
 

1. Update Windows

Install all available Windows updates and restart the computer. Microsoft recommends ensuring Windows is fully updated before proceeding with system-file troubleshooting.
 

2. Install the latest HP drivers

HP provides Windows 11 drivers specifically for the HP OmniBook X Flip 16-cc0000 (D10KPAV) on the official HP driver page. Please install the applicable updates for your exact Windows 11 version, particularly the available graphics/chipset-related updates, and restart the computer afterward.
 

3. Check Windows system files

Because Error 126 indicates that a required module could not be found, it is also worth checking Windows for missing or corrupted system components.
 

Open Command Prompt as Administrator and run: DISM.exe /Online /Cleanup-image /Restorehealth
 

Allow the command to finish. Then run: sfc /scannow
 

Do not close the Command Prompt until the verification reaches 100%. Microsoft states that DISM and System File Checker can restore missing or damaged Windows components.
 

Restart the computer after both commands complete and test Steam again.
 

HP's support page for this exact D10KPAV model currently shows no product alerts, so I did not find an HP-published advisory identifying this Steam Error 126 as a known issue with this specific notebook.
 

If the error continues, please let us know whether it appears immediately when opening Steam or only when launching a particular game, and, if possible, provide the complete Error 126 message, including any DLL/file name shown. That information will help determine the next troubleshooting step.

ALL of those tasks were completed. No help. When I click to load the steam app the error pops up immediately. I'm seeing the same thing with Photoshop Elements 2022 version (so I've since removed it).  Same exact error:

After the error pops up, the Steam continues to load and seems functional. Without pressing anything, the dialog box that shows the error disappears... which is also quite strange.
