After a BIOS update the user was asked about TPM and cleared it. This lost the Windows Pro Licensing information that was purchased with the laptop. Now when trying to re-activate Windows it is saying that the licensing is for Windows 10 Home not Pro.

So, you are reinstalling Windows?
OEM Windows licensing information is not held in the TPM chip, so the message about TPM and clearing the TPM should have no impact on Windows licensing in any case.
A special read-only area in BIOS chip holds the Windows licensing information (Pro, Home), and it is a long code with error check codes within it. If the code were corrupted somehow, it wouldn't allow even for Windows Home activation. (and would produce errors before Windows starts loading)
You need to re-activate Windows with the 25 character Windows Pro upgrade key. If the upgrade was digital license from MS Store, then it should be linked to someone's Microsoft Account. Please contact Microsoft if you have activation problems.
