Very specific issue. 
I don’t know if it started 2 years ago. 
win 10 1903. 18362.1256
input response quickens too suggesting the cpu pre-renders graphics properly. 
Let me clarify: games are slow for five minutes straight exactly, but at the end of five minutes I get a massive performance boost which lasts for ten seconds exactly, at the end of this ten seconds there is again another 5 exact minutes of slow gameplay marked by a reduction in CPU utilisation and GPU core frequency (Hz) - assumed to be because the CPU is giving it too few tasks to complete.

Dear Erico. I fixed my problem by putting the old fan back in and powering it with a can of compressed air to bypass the error during BIOS check.

I suggest using task manager to see if there is a rogue process that is taking up processor cycles.

 

How to manually identify unknown devices on a network
  1. Open the Command prompt or Terminal in your Windows, Linux, or macOS system.
  2. Search all the network settings, such as default gateway and IP address, through the command prompt.
  3. Type the command "arp -a" to view the list of all IP addresses connected to your network.

 

Using a utility titled Wireshark is also an option.

What are you using for internet protection? 

 

Personally, I have used ESET Smart Suite for at least a decade and recommend it to my family and friends.

  • A rogue process might slow down my game for 10 seconds every five minutes but not the other way around, is that correct? This is a fresh HP cloud install and I think the problem has persisted since I downloaded win 11 originally or at the same time when BIOS F29 or F30 came out, but am unsure. I will check wire shark and task manager but since trying out ESet I have bricked those functions. ESet wouldn’t let me close program or even end services or task in the manager, it’s installed semi hidden drivers that only show in third party programs. I can’t even uninstall it because coincidentally or not my window installer service has stopped working, so I am doing scannow and restoreHealth now. I just wish I had enabled secure boot before restarting my pc, oops. I also noticed the windows defender scan options aren’t showing up and recent threats aren’t remediating even though I manually deleted them from the TEMP location. 
    Mcafee looks functional at least but it’s latest update removed it’s great in depth firewall popups which allowed me to disable game and app updaters, so maybe ESet has the upper hand there. I just managed to use IObit uninstaller to get rid of ESet, even though I managed to turn my installer service back on: the usual way would freeze after the “reason for uninstalling “.

Could it be due to my bloated battery? I will remove it and see if just running on AC fixes it.

     ... I do not think ProcDump will find the root cause as it only seems to monitor individual applications and not system events.

Excuse me, Erico. 
It seems this only happens when a game starts with my Dedicated GPU but if I start it with my integrated IGPU, I get the same performance but without the boost every five minutes. I wonder again if this is because my battery is bloated or if I try again with a monitor plugged in.

If your battery is expanding, that needs to replaced ASAP before more components on the system board begin having problems.

I took my battery out and windows reports “255% battery (plugged in)”. 
I heard of an ECU app people with MSI laptops would use to stop charging past a certain percentage, petty HP didn’t think of this. My laptop model wasn’t covered in the battery recall scheme and I guess I just don’t like changing things that already work ie: I use it plugged in only anyway. 

 

 

my game doesn’t detect my hardware (apparently common with low end builds)

I don’t notice any difference gaming with IGPU vs dedicated GPU except… Hold on chief somethings changed….

i ran the game with integrated gpu: 33% better performance at ultra graphics preset and 75% more at low: 20 and 25fps.

Are you hinting that it’s kind of like a CMOS issue? My issue continues on its 5 minutes and 10 second schedule even if I restart my PC between. I could try restart and remove the battery and power cable for a minute in between and see if that upsets the rhythm. I will double check what I’ve just stated is true though and not a fluke. 
also: whenever I boot windows it’s locked at .39ghz until I change it in ThrottleStop. Maybe there is an HP Command Centre or CoolSense implication.
