I have tried using the update utility under windows 10, windows 11 and ubuntu. I have tried using windows update under windows 10 and windows 11. I have tried the software center update in ubuntu. I have tried creating recovery usb drives with several usb drives with several versions of the bios all with the /HP/DEVFW/firmware.bin folder structure. I also put the file in /HP/BIOS/New/firmware.bin. I have tried the network bios update from within both the F10 menu and the diagnostics menu. Nothing has worked. I am running the bios from the factory, 01.02.01. I have tried versions 01.03.01, 01.07.00, 01.08.00, 01.09.03 of the bios bin file. I have tried exporting the bin from the "HpFirmwareUpdRec64.exe -w" command and using that exported .bin. I have tried copying the U82_xxx.bin file into those folders above and renaming it firmware.bin. I have tried copying that file without renaming it to those folders. I have tried the later versions of the bios on the EFI partition of the drive under windows 10, windows 11, pop_os! and ubuntu.I have not had bitlocker enabled on the drive, ubuntu was installed without disc encryption.
Why can I not update the bios? Oh and the serial number within the bios and on the sticker hp's support website says it's an older 2000-xxx laptop. not the elitebook 865.

Ryzen 7 pro 6850u processor
rembrandt graphics
32gb ram
1tb samsung oem drive i cant bother to look up the partnumber for, 980 pro but relabeled.

Normally HPSA updates BIOS or we have to do manually. There is ONE BIOS file on the following link

HPSA is what I was referring to when I said update utility earlier, I had forgotten what it was called and thus called it that.
What happens when I try that under windows 10:
1. It tries to download and extract the bios file to the EFI partition on the drive
2. It failed to do so, saying I didn't have enough space on that partition.
3. I delete files, including the old /EFI/HP/... files from earlier attempts to make space.
4. I try to use the utility again, it does it's thing then prompts for a reboot. It fails to reboot and asks me to manually reboot.
5. I reboot manually, the laptop flashes it's capslock and numlock key lights a few times then boots back into windows with no change to the bios version.
6. I retry several times.
I have tried similar steps in ubuntu and windows 11 with the exact same results.
