What seems to have worked for me now is:

 

1. Disable automatic Windows firmware upgrade by disabling it in the Device Manager

Device Manager -> expand the tree "Firmware" -> right click each element under Firmware and select Disable Device.

It might be sufficient to only do this for "HP U71 System Firmware", but I selected all of them.

 

2. Downgrade the firmware using the link provided by @Illwill718

While downgrading you may get an error stating that the USB-C firmware cannot be downgraded (from 8.7 -> 8.6). It will not downgrade this part, but this seems to still be fine.

 

3. Reboot and confirm downgraded firmware

Use the Windows system information or re-run the firmware downgrader up to the step where it lists all currently installed firmware versions. Your BIOS should now be 0.11 instead of 0.12.

 

I have only tested this for a few hours now, but have not yet had any issues with my USB-hub so far.

Maybe worth pinning this to the top of the thread for future users.

Thank you for the response. When I did the rollback, HP had already removed the 1.12 update from Windows Update. I think that when the rollback to 1.11 fails, it reverts to the last version that was installed correctly.

It's only been a day but the ver 01.12.01 has been removed from HP's site so I was hoping it wouldn't update to that version again.  I'll keep monitoring and keep you guys posted.

I filed a support ticket with HP, and today they contacted me to acknowledge that the current BIOS version has issues. They informed me that a new BIOS version will be released in November to resolve the problem. In the meantime, they advised against upgrading and suggested that I may downgrade if needed.

Today I installed the new BIOS update. On the first attempt, an error occurred at step 3 of Intel Thunderbolt ("fail to switch TBT to FW update mode)". The screen went black, but I was able to restart Windows. It seemed that version 12.0.2 was applied, but I reinstalled the same update after performing a factory default of the BIOS. This second time, I could see all the steps of the update clearly. Upon booting, it recognized the USB-C ports (I installed the entire update without the USB-C ports working). Anyway, I’ll see in a few days if this has worked.

I still have a problem with the USB ports even after updating to the latest BIOS. When I plug in any external USB device, nothing happens. The only thing that works is charging the laptop via the USB C port.

Based on what you’re saying, it’s likely a different issue because for us, it wasn’t even charging via USB-C. Currently, on a laptop that had this problem every day, it hasn’t had this issue for a week since we installed the latest BIOS update (1.12.02).

Yes, I tried a hard reset. Still nothing. This happened after the BIOS update. The USB ports act as if they are inactive, i.e. turned off. I also have an external card reader on which the green light is on when it is plugged into USB, now it is gray, i.e. as if there is no power in the USB ports
