Hello

How are you trying to install the OS ?

Is this the retail version of Windows Vista that you bought or these are HP supplied media ?

What type of media is it ? CD/DVD/USB ?

What is the complete error that you get ?

You will need to remove and reinstall the HD to see if the error clears... if not, you'll need to replace the drive. If you can get into the UEFI menu (press ESC repeatedly at boot), you can run some tests to see which components might be bad.

Looks to me like you may need to purchase the operating system and do a clean install, unless you bought repair discs with the PC.  But take a look and see if this helps:

UEFI is kind of like BIOS, you can access stuff from a menu before the OS loads: http://support.hp.com/us-en/document/c03801890

You can do more stuff if the HD is good, but if your HD is not accessible, there are still some tests you can run to check the HD.
