When I turned on the laptop, I got a message "The system has detected that a cooling fan is not operating correctly. System Fan (90B)".

Welcome to the HP Support Community. I'd be happy to assist you. I'm afraid this seems like a hardware issue with the system fan. Let us try these steps:
Power reset the PC
1) Shutdown the computer.
2) Unplug all the Adapter and peripherals connected.
3) Press and hold down the power button for 15 to 20 seconds.
4) Plug-in the Adapter.
5) Try to turn on the computer.
Let us run a test on the hardware components of the PC
- Hold the power button for at least five seconds to turn off the computer.
- Turn on the computer and immediately press Esc repeatedly, about once every second. When the menu appears, press the F2 key.
- Perform System Test > Extensive test.
- Note: You may also go to the Component test > Run Fan test. Share the result on your next post.

I tried the following steps:

5) Try to turn on the computer.
It didn't work. So I tried the System Test following your instruction:
1. Hold the power button for at least five seconds to turn off the computer.
2. Turn on the computer and immediately press Esc repeatedly, about once every second. When the menu appears, press the F2 key.
3. Perform System Test > Extensive test.
4. Note: You may also go to the Component test > Run Fan test. After the Extensive test, it showed that all checks were passed except the Battery check, which was Primary - Calibration Required (20). I spent a few hours on battery calibration and it looked good. However, the message of 'The system has detected that a cooling fan is not operating correctly' exist still when I turn on the power. Is there anything else I can do?

Thank you for the response. Kindly update the BIOS on the PC which may resolve this issue:

The issue with the fan. I would request you to contact our phone support. They will help you.
Here is how you can get in touch with phone support.
1)Click on this link - www.hp.com/contacthp/
2)Select the product type.
3)Enter the serial number of your device or select let HP detect your product option.
4)Select the country from the drop-down.
5)You should see the HP phone support number or Chat option listed.
