Operating System: Microsoft Windows 11

I recently purchased an HP laptop from a person, not a reseller. It has a one-month remaining warranty. I do not know whether I can claim the warranty or not. If I can claim the warranty how and where can I claim the warranty in Bangladesh?

Appreciate if anyone can suggest me.

More info: 

Reason for warranty claim: After the update of Windows 11, I found my laptop became slow and I also noticed the CPU clock speed has stuck at 0.40 GHz.
