I tried and they didnt. Only the Samsung RAM piece which was originally built in the Laptop and only on Bank 1 is booting without any issue.
Exact the same Samsung RAM which I bought today with excat the same size, type no. etc is failing. It is unbeliveable.. as it would be connected to the S/N of the original RAM piece which was originally built in this Laptop.

This is indeed puzzling to me as well.
So, you tried to boot with one stick at a time and see if that worked. Only the original RAM stick works solo on bank 1.
I am sure you have considered to properly seat ('snap') your RAM and used compressed ('canned') air to clean the RAM slots.
In general, I would recommend clearing your CMOS, then reinstall both RAM sticks and see what happens. One reason it may not work could be that your motherboard memory controller is still recognizing your original RAM stick but failed to recognize the new RAM stick. However, a new laptop really shouldn't be giving you this much grief, so I am not sure if you want to do this.

Correct, since your motherboard does not have a CMOS battery. You already tried that too, then.
In the grand scheme of things, it is probabilistically possible that somehow you got (another) lemon...

I'm pretty sure that this is the same case like here:
but wrongly as on Elitebook 860 G9 RAM should be expandable by customer. There is even an official Video for this Elitebook Type from HP on YouTube.

What do you know: your laptop does have an RTC ("Real Time Clock") aka CMOS battery -honestly, I did not expect this.
Well, then, simply disconnect the RTC battery for 15 minutes (red circle), reconnect and restart.

It definitely could, but like yourself, I am weary to do CMOS resets. Usually, at least for desktops, a lesser 'sledgehammer' reset approach that tends to work well for me, is to push the power button until the PC beeps and turns off again, and repeat.
Even though I have owned laptops, and still do -currently a heavily upgraded HP ProBook 6560b, I never encountered the RAM issue you are grappling with.
