Multiple USB C cables not working at all with HP zbook ultra g1a laptop

As i have read the laptop instructions and PDFs i found these power outlets.(available to charge from the laptops USB C)

5 V DC @ 3 A / 9 V DC @ 3 A / 12 V DC @ 5 A / 15 V DC @ 5 A / 20 V DC @ 5 A / 28 V DC @ 5 A – 140 W USB-C

So i bought this power bank 4smarts Lucid Maxx (60000 mAh, 140 W, 222 Wh)

 However, nothing is working on the laptop.

I called HP support but there was no solution found either.
