So I recently upgraded my CPU from Intel i5-3470 to an Intel Xeon E3-1240V2 which has more frequency and more threads than the i5-3470 on my HP Compaq Elite 8300 SFF pre-built PC. I also upgraded the GPU to a used GTX 1050 Ti Low profile 4GB and it works really well.

The problem is when I run either a CPU bench or a CPU Stress test, the CPU doesn't get to it's max frequency as described in it's product that it can reach 3.8 GHz at maximum. But in this case, it only reached 3.59GHz under full load. But when I tested my i5-3470 earlier, it could get to it's maximum frequency which is 3.6GHz. So how do I make my Intel Xeon E3-1240 V2 run at it's maximum frequency on a HP Compaq Elite 8300 SFF?

For additional information : The PSU is 240w, GPU TDP is 75w max, CPU TDP is 69w max. Is it has something to do with the PSU?

It supports  Intel 2nd & 3rd Generation Core i3, i5, i7 Processors; select processors include Intel vPro Technology, Intel Pentium .  I think CPU is NOT compatible. The full list of CPU supported:

I was wondering how you got on with this because I been looking at doing a similar upgrade.  

In another thread (https://h30434.www3.hp.com/t5/Desktop-Hardware-and-Upgrade-Questions/Xeon-E3-1280-v2-WILL-work-for-E...) someone was getting 4.0GHz from a Xeon E3-1280 v2 in a HP 8300 USDT.  So maybe a bios problem or error in measurement?
