Order was Declined. But the bank account was charged

Hi, I've recently placed an order for HP ENVY Laptop - 15t-ep000 touch optional at $1389.99. My bank account was charged right away but my order was declined. I tried to call HP customer support with no success. When does HP release the funds so they are reversed back to my bank account?
